Labour market activation - programme for government - what are the numbers?

A joint programme for government is invariably prepared in haste and finer details will  fall through the cracks.   Notwithstanding this I confess to a degree of confusion on the figures for the number of places that will be created in training, education, internships etc.  Under 'Jobs Programme' a figure of 15,000 additional places in training, work experience and educational opportunities for those who are out of work is given.  Under 'Labour Market Policy' 90,000 places are mentioned; 60,000 for a new graduate and apprentice internhsip scheme and further education opportunities together with 30,000 additional training places across the education and training system.  I wonder does this total 105,000 or is there double counting?  I wonder are these to replace the internship, education and training schemes announced before Christmas and, in the case of Level 6 and higher programmes, currently being rolled out as the Springboard initiative?
